Thanks to the implementation of a new project titled ‘FinTech Hub’, the Moldovan FinTech Community will get new development opportunities. It is a component of the Tekwill Project and has been launched today, 12 April, within the premises of the Academy of Economic Studies of Moldova.

The event has gathered together Government officials, an E-Governance Agency delegation, representatives of Academia, ICT Associations, FinTech Community and Business Associations, and Development Partners as well.  

At the start of the official opening ceremony, the Deputy Prime Minister for Digitalisation, Iurie Turcanu, mentioned that the development of digital technologies was a joint endeavour of the Government, private sector and Academia, the initiative being an example to this end. The official expressed his confidence that FinTech Hub should be successful in developing FinTech services and products, highlighting the public authorities’ full support and determination for such projects.

The event guests and participants enjoyed a guided tour though the FinTech premises intended for professionals: Co-working Area, Conference Area and Student Hub. 

The Centre main goal is to boost the development of technologies in the financial area, secure the FinTech quality education and foster the creation of technology start-ups. 

The action is the outcome of ASEM cooperation with the National Association of IT Companies under the Tekwill Project, implemented with the support provided by the United Agency for International Development (USAID) and Sweden.

Open Data Day 2025: Access to Over 1,274 Datasets in the Republic of Moldova

During the first week of March, we celebrate Open Data Day globally, emphasizing the importance of free access to official information.

 

 

In the Republic of Moldova, you have access to over 1,274 datasets and 16,300 informational resources through the Government’s Open Data Portal. These datasets cover various fields such as health, education, economy, transportation, environment, culture, and more—official information provided by public institutions.

 

 

On the Date.gov.md portal, you can access information on:

 

 

-Budget and public spending – learn how public funds are managed, how tenders are organized, and how government financing is allocated.

- Tax obligations for entrepreneurs – check your taxes and debts to the national public budget, as well as licenses and business opportunities.

- Permissive documents – quickly verify authorizations for economic agents and access data registered in the Permissive Acts Issuance Information System (SIA GEAP).

- Education and research – find data on school performance, scholarships, and educational statistics.

- Healthcare – access information about health centers, hospitals, and pharmaceutical enterprises.

- Environment – discover data on air and water quality, waste management, and natural resources.

 

 

The portal provides access to data based on different access levels:

 

- Open datasets – freely available to anyone, for use, copying, sharing, distribution, modification, transformation, and republication, with no restrictions or control mechanisms.

- Public access data – offers easily understandable public information about companies, which can be used freely for your own goals, analysis, and research.

- Authorized access data – intended for entities that require authentic, complete, and reliable data from national registers and government information systems.

 

 

The Date.gov.md Open Data platform, developed in partnership with EU4Digital and UNDP, is aligned with European standards. Additionally, the Republic of Moldova has invested in interoperable digital platforms like MConnect and MCloud to facilitate data exchange between state institutions, and has developed proactive public services based on these infrastructures—such as the MSign electronic signature service and the MPay government payment system.

 

 

To mark Open Data Day on March 7, 2025, the State Chancellery organized an extended meeting of the Open Government Coordination Committee, bringing together representatives of public authorities and civil society to review progress in strengthening transparency and accountability within Moldova’s public administration. The event featured Andrei Prisacar, Deputy Director of the e-Governance Agency.

 

 

Through active partnerships and international commitments, Moldova continues to enhance transparency and promote open data in line with EU standards:

 

- As part of the Association Agreement with the European Union, Moldova has implemented legal reforms to open public data, including the transposition of the EU Open Data Directive 2019/1024.

- As a member of the Open Government Partnership (OGP), Moldova has undertaken specific actions and commitments regarding access to information and digital public services.

- The Sustainable Development Goals (SDGs) reflect the country’s strategic orientation toward European integration and open governance.

- The Digital Transformation Strategy 2023–2030 focuses on building a clear data governance structure, improving digital infrastructure, and promoting data interoperability across sectors and institutions.

- The EU4Environment program supports access to existing environmental data and the development of metadata for recording environmental and water-related information in Moldova.

 

 

These initiatives and achievements demonstrate the Republic of Moldova’s strong commitment to aligning with European standards and promoting open and transparent governance.

 

 

At the European level, to celebrate Open Data Day, the EU Open Data Days will be held from March 9–20, 2025.

E-GOVERNANCE AGENCY HAS A NEW DEPUTY DIRECTOR

The E-Governance Agency new Deputy Director is Andrei Prisacar, appointed to this position on 1 April 2022, through the Decision of the Government General Secretary upon the proposal of the eGA Director.

Andrei Prisacar is part of the eGA team as of 2020, and exercised the duties of the Head of Smart Investments in Digital Governance Division, being responsible for the management and coordination of all activities relating to smart investments in digital governance.

Andrei Prisacar has got his Master’s Degree in business administration and acquired a great deal of experience in Public Finance, Public Administration Reform and Service Upgrade. He held various job positions with the Ministry of Finance and the Reform Implementation Centre.
